Because the West doesn't like Boss Battles because they're too videogamey. Having a confrontation that tests all the knowledge and skills you've accumulated in the game thus far breaks immersion, you see. It's better to reach a more mental enlightenment that just fighting it out, you silly boy.

2016 DOOM had some of the best music in the industry, and goddamn, that Cyberdemon encounter.
Also, one thing about music in modern Japanese games -- A lot of it doesn't stand out as much anymore. Kinda bored of orchestral and J-pop.

so they are accompanied by a grandiose orchestral score, which while impressive may end up sounding a bit generic since every hollywood blockbuster uses them
japanese games more often than not have simpler melodies which make them more memorable to the player

Boss fight is way too video gamey and doesn't match with their vision of realistic experience, you don't go down the street expecting for a epic fight right? walking in the forest when nothing happen is more realistic than killing a god with very cool music playing in the background.
As for music, some of western game have a good music too even if the game is a complete garbage.
