Germany is so special it needs its own age ratings for media. Why can't they just use PEGI, the European standard? Even the UK doesn't bother using BBFC for video games anymore.

The answer is fairly simple. USK is statutory. PEGI isn't. Government want to keep some level of control and PEGI doesn't let them achieve that.

Not saying it's good or anything, but that's the reason why.

Also mentality are different. In France, retailers will tell you that it's not their job to check ID since they aren't the police or a legal entity and by law, a clerk cannot force you to show your ID and refusing a sale because someone hasn't an ID is just bad for business.

Even alcohol and tabacco laws aren't strictly enforced because of that. No one will ask for ID, they'll just base their decision on look alone.

Fantasy violence is my best guess, if it's not censored at all, which I can't say it is.
Different from realistic war violence or gun violence.

UK mentality is another thing, they ask for ID way more in here (I live there too now). I got fucking asked to show my ID at Sainsbury to buy an X360 Controller, not even a damn game. But every video game article needed approval.

Try importing a game on the ban list to Germany. If customs seize it, you'd be in trouble. Also people importing are typically over 18. Hell especially in Germany considering how it's hard for minors to get international debit/credit cards. At best they'd do it with their parents approval which would be like asking your mom to buy the game for you...

only 15+ as well for 'Strong Horror Themes and Bloody Violence' in Australia. It all has to do with the context of the violence. In Bloodborne, the majority of the enemies are either dehumanized or are literally monsters and supernatural beings, where as say, in The Last of Us, which got an 18+ in Australia for 'High Impact Violence', many of the enemies you're killing are very human, and the game makes a point of that. 'Hyper' violence vs 'realistic' violence.

No mostly if the violence is directed against other humans. When the enemy is identified as a monster the rating will be 16 if you harm other visible humans it will be 18, or outright banned when the depiction of harming humans is for fun or when you harm unarmed humans. The reason why you commit violence and the backround is important for the rating. Most sexgames are 16 rated.

Those games are typically not even rated. Porn games publishers don't bother to get ratings from PEGI or USK since they won't be on shelves at major retailers and will only be found in dedicated adult stores or through digital distribution (PC).

Getting rated cost money, so why even bother if you're not going to be on shelves.

Even in Japan porn games don't get CERO rating (like all Eroge visual novels and so forth). Only "all ages" version go through the rating process in order to be released on console as Sony/Microsoft/Nintendo won't allow any unrated game on their consoles.

Many things are kept english in Germany. "Spiel des Jahres Edition" would just sound dull to most germans, while "Game of the year Edition" sounds catchier.
