Entirely untrue. The problem is that horror is actually hard to set up because it requires getting into a player's head, seeding paranoia and discomfort, and then slowly letting that build.
Jumpscares on the other hand are easier, braindead, always get a quick reaction and are funnier for streamers, so the equally braindead game makers just load up a product with them and call it quits.
I mean hell look even at DS1/DS2 if you want horror and that shit had guns and the ability to fight back. I call you a filthy liar if when in DS2 they show Ishimura to you and say "Guess what shitlord, you're going baaaaack" you didn't clench your cheeks with the force of a thousand suns as the PTSD came rushing back. Then instead of instantly slamming you with bullshit, they slowly rise up the tension as you mutter "Fuck this fuck this seriously fuck this", spring the bullshit, then immediately drop back to suspense.
RE7 freaked me out the first time through. Everything about the kids' quarters was dread.

Problem is most horror games have a gimmick which only works one or two times before you get the mechanics down and the game ceases to be scary. It's hard to pad things out over several hours.

You wanna know why they aren't scary? Because you have no fear of death. Death or physical hurt is why we are scared.
In a game you can pause, look away, and even just turn it off and you know this. No actual fear of death because it's just a game and you know this subconsciously.
VR games will fix this. in VR you can't turn your head to look away for realsies, you just stay in the world, engrossed in it's plot. When they get more advanced I can almost guarantee they will scare you, because you will have that fear user.

I played Slender the Arrival once bevause some faggot gifted it to me and I was just walking around for like 30 minutes with nothing to do, and I started getting really annoyed because I was so fucking bored then every few minutes "ooh spooky man" but he would never do anything. I kept trying to run up to him and let him kill me and nothing would ever happen. God damn that game pissed me off. Can't believe it was so popular.
