Im playing through V and is it weird if I actually find the driving worse than IV? I find myself crashing way more in V than I did in IV. The controls dont feel sensitive enough

Ballad of Gay Tony MAYBE could be compared. But vanilla GTA IV was inferior in everyway. Atmosphere is subjective, and anything you view as better is purely nostalgia or again, subjective.

My main gripe with it these days is that the PC port is so shit it still runs bad on modern hardware.

Does it? Never had any issues with performance. And I've made it almost unplayable with all the silly mods I've added.

It doesn't run terribly, but it doesn't run well either, it runs decently in less crowded areas, but in more crowded areas it can drop as far as below 30fps, it ran better on my old computer I had years ago.

The vehicles handled poorly, phone calls would penalize you for not wasting time hanging out with NPCs or trigger missions when you didn't want to, there was no vehicle customization, the personal vehicle aspect of 5 is really nice to have, ammo was too fucking expensive, only being able to have one of each weapon type was shitty, vehicle spawning was terrible (too many of the same car and getting hit by a car while crossing a street you just checked was empty), you can only save in a safehouse, and the 3 playable characters were treated as separate games, HOWEVER...

If you fixed all this, and maybe added first person and upped the graphics a little, you'd have a game not only better than GTA 5, but one of the best games of all time, and a hard one to stop playing at that.

It was completely underwhelming compared to previous titles, and even V for that matter. Rockstar can't write good stories for shit, putting so much effort into one is what caused the game to be boring. But I guess it's just contrarian-fueled nostalgia.
No you're just witnessing the Zelda cycle applying to one more AAA franchise. When RDR2/GTA6 comes out you will see daily threads on Sup Forums praising GTA V as a timeless masterpiece.
