I'd imagine reploids with boobs have an armored and unarmored mode, and they aren't like X or Zero who literally never take off their helmets even though they most likely have hair, given that Blues and Rock do.

Yeah, something like that. Rock/Roll are pretty much entirely covered in skin at the base level, but put on clothes/armor, and I'd assume the other human looking robot masters are in a similar situation. X was advanced past that, and reploids were all reverse engineered from him originally.
By the Zero series, non-animal reploids (especially in the resistance) are indistinguishable from humans, and its stated that reploids and humans had relationships. Humans are sexual for the most part, so I imagine that reploids would have or get parts to let them 'service' their partners.
Given how much time has passed in the series, I would also guess that fake breast/ass materials have also advanced a bit, to feel more like real flesh.
I'd imagine Berkana paizuri would have her take off at least the top half of her dress armor, and be rather fleshy in feel and appearance at least on the surface.
