He was included, like all the "bosses" to completely remove any sense of realism or satisfaction from the experiemce. Every exciting and satisfying level was totally ruined by some bullshit setpiece fight which forced you to actively unlearn how the game functions.

This. The fantastic aspects of mgs v were shittier than in any other game in the series in how much they diluted the quality of the game.
Probably because MGSV has a shitton of gameplay with no real codec calls. Can't really have Snake be a blabbermouth when playing the game. So they decided that having him speak very little was more consistent with him being a player avatar.

For the sake of being consistent, like I said.
MGSV has some of the longest stretches of pure gameplay in the series, having Snake be talkative in cutscenes and then not respond to anything Miller says on the codec during an hour of gameplay could come off as jarring, so they basically made him mute.
And how hard could it be to simply have him respond every now and then whenever Ocelot spots a chopper sniper or Miller get his undies in a bunch?
