I used wsos offline or whatever its called to download and install my x64 w7 updates.
Now my computer sometimes when running any application will sometimes get stuck at 40fps. browser, games, even mpc and foobar would feel like they're dropping frames until I relaunch them or win+tab the application.

Don't know about Win8, but the Win7 ones are in form of optional updates and you can actually uninstall them, unlike Win10 spying which is literally integrated into the system itself and not only cannot be uninstalled but can't even be completely blocked no matter what you do since if you block all their servers in your router Win10 will literally error on boot and won't even start.
