PC cna't fix it cause you also would need to change out models, up texture resolutions, and do a lot of other fixes to make the game really work. You cant witcher level graphics without a complete overhaul.

Even for its own generation FFXII looks outdated, it had two texture layers for water and terrible texture work. Probably the most awful and lazy texture work ever in a game.

Even with an emulator, the fact that upscaling the graphics of Botw didnt fix it on cemu just shows it has a very bad design. Nintendo always uses the toon shader option when they want to hide the fact that their hardware can't do anything more, which is why they went with friendly kid color schemes. It's a usual strategy for making something look bearable with little effort.
meanwhile back on the n64 when they put more effort into their game's looks...

No, it didn't. It was pretty much rock solid 30 FPS whereas PS2 games you posted here such as SotC literally dip down to 14 FPS during boss fights.

sotc dipped for reasons that had to do with its cpu, not its graphics processor. Thats why the game was so empty so they could accomodate for the large amount of models being used for the bosses.

The only reason you can emulate the Wii U is because the source code was stolen. Same would happen with Xbox/PS if there's was. The Wii U has a GPU dual-sided die that it uses so it doesn't have to use a large CPU like a typical tower simulator. When you need a $1000 PC to do the work of a $100 console you know you're doing it wrong.

It's like 10 FPS when you visit that fountain you posted earlier. SOTC's framerate isn't great, but it's a game with lighting, post processing, alpha blended fur and polygon counts well in advance of what you find on Gamecube. A few shitty textures (admittedly texturing is PS2's weakest point) doesn't change that.
