They have a few teams of people who work on open source gaming infrastructure projects.

Development on those happens in the open and you can watch for the commits by Valve employees if you want.
They also have the services of relatively famous developers like Ryan Gordon to aid third party developers.
Half life 3 has become too much of a meme even to the devs that I doubt it will ever be made.
I'm really hoping that they're working diligently right now doing "nine years in development"-level projects, games that take that long to make and will have been "worth the wait."
We got TF2 due to that. Imagine some huge amazing game to succeed it that they've painstakingly worked on this long to produce.

Dont get me wrong, I love TF2, but there no way what they did with TF2 was a long thought.
If anything TF2 was more of a great idea thought out in the middle of development. Then added on with different features as an after thought.
