Because they're never used correctly in systems. Dexterity is normally a measure of how fast your character is, but that should be almost entirely dictated by strength. F=ma and all that.

Those are a bit better, but still miss the point. Dex is how easily you pick up physical skills. Just giving a flat bonus to hit is dumb because even the most dexterous person in the world will fail a given task the first time if they've never done it before. It should be utilized more as a measure of how quickly you learn physical skills than anything else.

That doesn't sound like any DEX I've ever heard of. Logically, that sounds more like INT: if you're smarter, you can adapt to new things more quickly. It's not exactly magic-related, though, which INT usually is. Is this from a specific game, or is this just based off of real life DEX?
In any case, I always thought AGI was a better term than DEX in most cases.
Because arbitrary stats assigned to abstract ideas is a valid reason to insist someone is a subhuman.

Hell no. Bare hands with sweeping gestures for controlling large AOE spells. They're not mutually exclusive though, since floating tomes are pretty common.
Sweeping somatic gestures are like white rice. Its fine on its own, but shines the most when its accentuated with something else

Every single weapon requires a combination of Str and Dex. A bow need Str for damage and velocity, Dex to aim and fire it accurately. A greatsword needs Str and Dex to properly control it especially in flourish centric styles. A dagger or a plain spike is always going to be better if wielded by a buff dude, especially if it comes to penetrating armor.
