Morrowind
Oblivion hands down. No mods means skyrim is literally half the game oblivion is.
Its xpacs were shorter and the wntire game in general is shorter or cut down. From towns to quests to characters.

You may say normalfag to me but I completed both games unmodded and liked it. But I cant play vanilla skyrim again. I felt like something is missing when I'm used to the mods. Vanilla is just... No cool weapons and armors, no cloaks, no great mounts, no semen demons etc.

And the great vistas in skyrim too when you find some real old places, like the dwarf underground crossroad thats enourmous I cant remember anything like that in oblivion

Oblivion. There is actual unique and interesting quests, people, and places, varied architecture. The level scale is, of course absolutely fucked, but so is Skyrim, and Skyrim leaves out all the interesting shit that makes Oblivion much better even with all it's glaring flaws

you come across paradise once, most of oblivions map is just the same fucking grassland, skyrim has some fucking variety there at least, oblivion has 3 dungeons, caves, ayleid and normal ruins all boring as fuck
Skyrims are boring as fuck too but at least they have 5 boring ruins instead of 3 and sometimes they can actually lead to amazing huge fucking places like Blackreach, I'd actually get a sense of exploration

Oblivion has the whole Shivering Ilse expansion, aside from that there isn't too much impressive from an exploration standpoint sadly. KotN might have something but it's been ages since I've played Oblivion so idk.
Skyrim definitely nailed interesting locations and the visuals of them tho.
Only thing Oblivion does better that skyrim is Music and Guild quests, other than that Skyrim is better in every way. Shivering Isle is absolutely fucking amazing though, but so is Dragonborn. Can't really decide which has the better expansions.
There's the entirety of the Shivering Isles with tons to find in it, that one wizard's dream realm, big underground Aylied stuff, too.

Skyrim felt so fucking small with so little to do. Oblivion had much more going for it despite Skyrim being marginally prettier.
I've only ever played vanilla because of my soviet toaster and severe retardation, and vanilla Oblivion is leagues beyond vanilla Skyrim. Pretty visuals do not save what is an ultimately shallow as fuck game.
True, Morrowind has random dungeons as well, but only for some stuff. Like Family tombs and small caves. Most everything else is hand made. Oblivion however has the highest ratio of Copy-pasted to Handmade dungeons. fuck even the fucking map is partially Copy-pasted.

Oblivion has the same shit only it tends to hide it a bit better.
The leveling is just too crappy in vanilla oblivion. Not just level scaling, but the autistic management of skills if you want your +5 attribute bonus. Not to mention you have to level endurance early or you get gimped. I like attributes, just not how they get implemented. Skyrim's leveling left a lot to be desired because it was so simple, but at least it played it safe.
Skyrim hands out. Oblivion is just a movie for me, never played the game and never will. I can't wait to play skyrim 2 btw, I hope bethesda use the new engine that they used to make fallout 4.

Oblivion had some of the classic TES feel to it that Skyrim was missing, So I'm going to have to say Oblivion. Also, Skyrim's art direction felt like it was lacking the fantasy feeling that all of the previous games had.
Love the hell out of both games, but Oblivion is the better game overall.

Oblivion was GOTC for its quests. Unmatched.
