My strategy as a child is to stand below the space between the lights(?) and jump in the last second, there is enough space for sonic to survive, than don't be too greedy, chose a "press" and hit it, 50% chance but it's better than dying, the last phase when eggman goes rampant I noticed that he appears on every fourth press.
