Would make more sense as a flip effect, like one of those rock monsters that you can put back to f-down defense. Why woulnd't you wanna normal summon or special summon this guy in atk? if 2k normal monsters are "standard" nowadays he still has a solid attack to deal with most 4 star effect monsters withouth having to even use his effect.
