It was built over hundreds of years. Abyss has treasures in it, treasure hunters come to explore, tiny settlement is made, more people come and over time it just grows.

It's quite a pretty and well done anime. The music is top notch and the background scenes can be pretty breathtaking. I'm probably going to hold off on reading the manga just because the anime feels so well done.
