That's about the only thing it has going for it.
Is that a required component? The meat of X-Com are the tactical battles which is why JA2 excels.
But anyway, it does have a city management part as well as a strategic part, mostly balanced on your income.

Not really. They were more like field exams, to test the results of what you were doing in the geoscape. The game wouldn't be half as fun if it only consisted of the tactical combat with predetermined units and equipment.

I like the cover mechanics and you like your RNG. That's okay.

Line of sight, stealth, cover, range, moving while ducking, cover, jumping over obstacles, through windows etc and not to mention destructible terrain...it just offers so much more tactical options. But then again, that's what I like.
Xcom has like 7/8 of those.
Afair, you can duck, but not move while ducked, or prone or even run.
Anyway, not saying it's a bad game, just that Jagged Alliance was tactically better.
Minimized Interceptor Bug
One fairly consistent cause of crashes is saving the geoscape game during a UFO standoff, with a UFO Interception window minimized to an icon. The next mission after that point will likely dump you to the green text screen, and perhaps an earlier battlescape mission instead of the proper one. What it seems to do is zoom back out of the combat too far when the fight is over, eventually causing the crash once it has gone a couple of steps further than it normally allows you.

I don't disagree, JA2 is better than ~40% of X-Com.

Quality over quantity I always say.
It's not quantity, it's an entirely different experience that is missing from the other game with the part you're comparing not improved significantly enough to warrant forgoing the rest.
because it wasnt accutaly suppose to be made at all, the team did it on the sly after it got knocked back by the owners.
It's an entirely different experience I don't care about. It offers hardly any strategic depth anyway except where to put your limited resources. Same as JA2 as far as I'm concerned.
As I stated before, I like these games for the tactical combat. And JA2 offers the best.
You may enjoy the things I find tedious about them and that's okay.
