It's because developers just go for startling you rather than building up an atmosphere of dread or anxiety. It's easy to have some creepy thing attack the player out of nowhere and it rakes in those sick YouTube views.

Honestly i think the only thing that scares me is when someone is walking in a dark place and you hear a young girl speak or sing, you don't even need anything else or jumpscares.
