I mean if this were rampant as you say, a widespread and systematic thing, then yeah I could understand. But this is a one-off instance from a no-name dev. If you hadn't made this thread he would've just faded into obscurity along with his malpractice. He still will, but you've only delayed the process.
Also wasn't one of the points of Steam Direct not to eliminate the trash, but make it all but impossible to find unless you explicitly searched for it? Admittedly I didn't look into it that much.
