Not new. Ace Combat 6's hardest difficulty was locked behind DLC and only got 4 levels released before the idea was abandoned.

I have heard that Xbox forces companies to pay to patch a game, but that might be BS and the cost of the DLC was I'm sure higher than the fee from Microsoft. Last Light was a shitshow anyway, and the redux editions were garbage enough with no excuse, so the company is still shit. I'm just saying.

They definitely used to charge to do it but I think that changed when the Xbone came out. I specifically remember Phil Fish saying he wouldn't fix game breaking bugs in Fez because of it
