Hear me out, I think the main issue here isn't necessarily the concept, just the execution. The "slim body suit under bulky armor/attachements" look has been done right enough times.

His thin waist and no identifiable knees puts hits silhouette all out of wack. I'll bet it looks better in movement because your brain could naturally identify how his legs move but looking at a still image i can barely tell.

Also his legs are bulky as fuck and make him pear shaped, but not "pear shaped," just literally shaped like a pear with nothing to compliment on the top half of his body.

What's bad about the design. Don't use ironic ad hominem attacks of the characters design such as over sexualization, there's no such thing as the human form is good design.

The tail is pretty unnecessary and in that picture adds nothing inteesting to movement or line of action. Same thing with the wing. I think it's a valid claim to call characters out on their baubles that don't have a purpose. It's unnatural, even in a fantasy world, for people to weigh themselves down or to have things that don't serve an objective purpose. Even if you take it for grantedbthat it's a fantasy setting, instinct tells me theres some reason for these things but i cant tell what.

Also in my opinion the hat is a good size and makes for a cool silhouette, but like another user already said if she didnt have the tail and wing thing then the big ass hat would actually compliment the skin-tight design by veing a source of visual movement, kind of lile the shoulder yassle things on this one
She's just standing upright but the tassles give a sense of loftiness. The big hat does that too, though the zippers and belts and face and whatever thats on top of it also seem impractical. Who wants a heavy as fuck hat?

The rest is fine though the fishnet or whatever design looks hot as fuck and interesting to look at. And the big hat and big hair compliment each other really well.

It's an honestly bad design. It has too many elements that could work but are smashed together for no reason. Remove diamond tights or just solidify them as pantyhose. Or do the same for the top and just make it a leotard. The hat is all over the place and the cat ears are too subtle to connect with the tail. Then there's the wings for literally no reason.

As someone who played the game, it doesn't even make sense in-universe.

She's a high ranking magic user at an institute that studies the game's version of magic, and elements of her outfit are shared with the uniforms that NPCs wear, including the cut out diamond pattern and big silly hat. But, for the NPCs, the diamond cut outs are on their arms and legs, and their torso is covered by regular clothes, and there's some kind of fabric instead of just bare skin. Additionally, her hat had cat ears and wears fake wings and a tail for no adequately explained reason. She is the only magic user in the game who dresses like that, and no one ever says anything. It's not that she's an eccentric weirdo who's gifted so they let her get away with it, she has no particular affinity for cats, she just... dresses like that and everyone's just cool with it. I know the meta reason is because she's a party member and can't just look like a boring old mage but for fuck's sake, just explain SOMETHING.

But honestly, Fiore's design is the least of SO5's problems.

Later in the game, the two party members who are actually from the Star Ocean part of Star Ocean and not the shitty backwater fantasy planet part have an extended sequence where they're onboard their ship, and they change out of the clothes they use to blend in with the shitty backwater fantasy planet into their standard uniforms.

Fiore doesn't change costumes once the entire game, even in the epilogue made up of static art where she joins up with the Federation to be a space researcher, she's STILL wearing that stupid fucking outfit.
