Half-Life always had a lot more horror than what made the final cut, although a good amount of body horror still made it in. I think the episodes were the most lacking in the horror aesthetic even if we had spoopy zombines and flying grubs.

The Matrix came out in 1999, user. Half-Life came out one year before that. Leather trenchcoats are also not the same thing as leather suits, if anything the inspirations would be late 80s/early 90s edgy teen shit.
Considering they hired an actual teenager to do their concept art, it's not surprising. It's still really fun going through their concepts though. Raising the Bar was a good read.

I feel like a lot of cut content made its way into the game anyway, almost as if all the concept art and supplementary info you find is extra flavour as opposed to cut as in "doesn't exist in the world."
The revelation that Borealis is out there only really carries impact if you knew it was a level in the leaked HL2 build and cut from the final thing. Your mind goes, "wait, it's an actual thing now?" and the NPCs are meanwhile saying the same thing. I thought it was pretty clever.
