There were a couple of people making shitty undertale clones, don't know if any of them actually came out though.
I think it's bullet dodging mechanic, reinvents the old tired earthbound-esque turn based system.
So, rather than sitting there and allowing RNG to decide if you get hit by an enemy attack, you are now in control of your own defensive measures. This also makes enemy attacks more memorable, as you get a visual representation of what they're doing, rather than just reading words.
Honestly, think how disappointing will the next EB clone will be, if it doesn't implement this mechanic.

Neat little game. Definitely not revolutionary because there are different games which also have some never-used-before mechanic. If the mechanic gets implemented in more games the obscurity leaves until the games stop using it. After a while the mechanic could return which would seem revolutionary which isn't really true. There, Undertale is not revolutionary at all.
The vidya industry probably approved (see the reviewers) because either the majority of the gamers never played such a game before or their nostalgia goggles activated.
Undertale activated a type of escapism in me that other games such as Animal Crossing did. I always wish to live in one of these games but get sad all the time.
