They intentionally wrapped up almost every remaining plotline in Legion just so they could have tabula rasa, with a Cataclysm 2.0 occurring at the end of Legion to make way for a universe where the Void (and possibly the Light as well) are the new big bads instead of the Burning Legion, and where they can introduce new characters.

Prepare to see a lot of new faces in new expansion, especially on Horde side. They need new orc leaders, new troll leaders, and alternatives/foils to Sylvanas for the Forsaken in case she loses her last marbles and gives in to the Void/Old Gods in exchange for immortality.
