I specifically remember it being said that the team was rushed to hell and that all they had for the trailer last year was Green Hill Acts 1 & 2 and Studiopolis Act 1. The rest of the zones were done in the time from then for 10 months of dev time.
Sega of Japan expected 100,000 sales tops but after release they already found themselves going over 500,000. They were told they weren't going to be making any Sonic games in that same style without doing the whole 'revist' shtick that kept them down to a few original zones.

If you think about it, the only logical thing for Sega to do is to re-issue the game without DRM. Because, they either leave it the way it is, Sonic Mania gets cracked in a few days/weeks, and people pirate it out of spite.

Or they remove the DRM, are praised for listening to the community (and the actual devs) and leave open the chance for people to buy the actual game.
