Technically, sure. But script extenders are specifically written to work on the Windows versions of Beth games. To have them work on consoles there would need to be some adapting. Also, as far as I remember the SKSE guys weren't interested in paid mods.

They've started with the sex mods because they have a moralistic argument to use as an excuse and it's harder for people to complain about but they'll be coming after all free mods next. Expect to see sites like Nexus being taken down (the Bethesda game related areas at least) just before the release of their next game, with Bethesda using the fact that they now sell mods as the basis of a lawsuit/C&D order that people are using their IP unlawfully in a way that is harming and cutting into their profits.
People will defend it, they will say that Bethesda has every right to take those sites down for selling illegal mods so that people are incentivized to go to Bethesda's mod store.

We are about to enter the darkest time line. Prepare yourselves, download any mods for Bethesda games that are already out that you think you'll want to play with again at some point. Torrents will probably offer many of the larger mods but a lot of them are just gonna vanish forever when this hits.

They don't have to worry about the ESRB because the mods aren't a part of their games. Therefore it doesn't affect the rating at all. They're using a loophole in content laws that exists because mods don't technically count as a game or an officially released product for Bethesda, they classify as a modification of the existing game and aren't governed by ratings laws.

The console manufacturers care about the ESRB. Given that Bethesda is distributing and charging for it this is basically DLC and DLC is required to be rated by the ESRB on an individual basis otherwise it's not allowed same as an unrated game is not allowed.
