I had random slowdown at one point. Never encountered any slowdown in Switch version so there's every possibility.

Maybe. Turning vsync off should help. If you're still getting slowdown without vsync then, yes. Denuvo has fucked you. Without it this game should run smoothly on hardware ten years older than what you have.
