Yeah, save for the boss, Hydrocity was a COMPLETE cut and paste. Other than a stupid fucking boat, it's the same level. All the rest of them are completely different stages, just with the same background tileset.

Of the 25 acts in the game, about 7 of them are direct ripoffs of old acts in some shape or form. If you believe that, say, Chemical Plant Act 2 is a "rehash" in any way other than the tileset being familiar, that's quite simply wrong
Of the 26 bosses in the game, 8 of them borrow conceptually from earlier titles in a heavy way - stuff like the enhanced Final Zone boss in Metallic Madness or the enhanced Death Egg boss in Titanic Monarch. It's worth noting that although these 8 "borrow" from earlier concepts they're often quite different (see: Hydrocity) and one of these 8 is actually Mean Bean Machine so you can probably let that one off on the "rehash" front just because of the creativity of the content it's rehashing

There's a difference between jumping into an enemy and a game about going fast punishing you for actually going fast.
The game punishes you for trying to go fast and not knowing the level.
The game is not about going fast. The game is about getting to the end of the level alive. Going fast is a reward to those who are good at the game.

That, or you could just get gud. With the new widescreen functionality in Taxman's Sonic's the game is far less punishing as you can see further ahead of you than you could before. With the streamlined level design and the ability to see further ahead, you should have no problem beating the game and being relatively snappy about it with as few lives lost as possible, unless you literally have the reflexes of a sloth.
You might have had an argument for the 4:3 Genesis Sonic's because in those games you have about a quarter of a second to react at high speed, i.e. only those with slightly-better-than-average reactions could cope with it blind. Nowadays there's no excuse. You simply need to git gud, no memorization necessary.

There are a few bullshit placements in the classic sonic games but they are really overblown, the vast majority of the level designs are perfectly fair, it's obvious when the game wants you to go fast and when you're in a more platforming focused segment.
