INT affects your skill points per level, what professions you can learn, and also a number of quests.
CHA affects the number of party members you can carry(which includes players and NPCs),the number of slaves/mercs you can own, and quests as well.
They also affect other things, you can read the wiki to learn more.

Any combat build can be viable depending on the circumstance.

Yeah, you can use them to travel around the map faster but it's safe to say not to park them in cities because you can get the doors lockpicked or keys stolen

Yes there is, there are safe towns and unsafe towns, PA is EXTREMELY rare and they're more of a status symbol than anything, they only get used in massive faction battles

Did they really do that? What's the point in playing the game then? That was like the one main draw of FOnline that differentiates it from all the other f2p mmo shit. But if that's the case now then why wouldn't people just play a f2p mmo with way better production value and more players.
