It's a nonogram/Picross. The numbers represent the number of boxes that get filled in with each line. So, the top row has all 15 boxes filled in. The leftmost column has a set of 4 boxes, above a set of 6 boxes.
The other rules is that one empty black box must separate any two sets up numbers, and that the numbers are in order. That is, the 4,6 in the leftmost column means that there is a set of 4 blocks above a set of 6 blocks.
Some nonograms include multiple colors and so don't use the empty box rule, but with a simple one like this, only one color is used and so there will always be an empty box between separate numbers.
The picture in the back, someone doesn't know how to paint a picture.
