He didn't if that message popped up for him, it will never pop up on a disc based game and it will only pop up on a downloaded title if you don't have your PS4 activated as your primary system. Like the PS3, Xbox 360, and Xbox One, when you activate the system as your "primary" digital games do not need an internet connection to be played.

Make sure your PS4 is activated as "your primary PS4" in the options, if you do it allows you to play store bought games and DLC offline. Otherwise you have to be always online for it to work.
