If you wanted to play Hearthstone-themed MtG, just play standard since 2011
Magic is pay to play, not pay to win. You can give a beginner a simple burn deck or death's shadow, they will still lose to competent decks on a lower tier.

I love building my own decks, sometimes within a given "format" (don't know the word in English but I mean like Legacy, modern, etc) or sometimes without any restrictions but I shouldn't have to engulf the GDP of a small African state into playing fucking cards.

Considering Mobile games already tampered the potential of HS by making all the mechanics simple as fuck because otherwise they can't show it well for a small screen, and considering MtG has like 30 years of every good and bad, simple and convoluted mechanic tried in TCG's then it would be a nightmare.

This NEEDS to be like Pokemon TCG online, or else its gonna be completely pointless. You can build up so many prebuilt decks that are fun to play to slowly build up something standard ready. It won't necessarily be great, but you can get in and play higher formats with no money investment.
Honestly, playing it has made me want to go drop dosh on real cards, but the lack of a local community at the LGS for playing the game kinda makes me nervous on the physical investment. If people actually played there, I'd buy in in a heart beat.
