Games are complementary only. *Being able to fly(in some way) and fire ki blasts(this doesn't mean having a dedicated ki button) is a requirement until a character that doesn't have either or both gets in. *Yeah, lots of Super characters have potential, but they must first show more moves.

The way I figure the game's architecture makes it really hard to implement characters, at least not in a way they can profit from it.
Even they said how hard and not profitable it would be to make alt costumes.
Keep in mind this is still a very new game, and there are still many things they can add to the gameplay and change.
My two cents, is that this first FighterZ will be really limited in roster, because they can only do and add a lot still, simply profit from the first game as it is (since it's really hyped) and then they will put the kind of money Arcsys couldn't afford to develop a whole new version of their engine with even better graphics and an easier way to shade and make characters/costumes.
Bandai is known for this practice of giving you the bare minimum the first games (if not even a shittier version after the first game) only to release a complete version after.
Look how they did with Budokai, Tenkaichi and Xenoverse.
I seriously wouldn't get too hyped about the roster yet, I bet they will do just this. Then add all the flavoured shit, such as Videl, Taopaipai, GT characters, Chichi, Ginyu forces, in an eventual sequel.

Making a costume for Xrd or DBFz is wayyy more difficult, cost a lot of money and time, but they are still selling their Xrd characters around $7 so it should be profitable (even if there is less money to earn than Capcom), also the cost of a Guilty Gear character is not the same because they have more moves so more animations to make. I'm sure we will get some alt costumes in the futur but don't expect them to be free.
