If you use a separate screen for battles, sure.
Look at Paper Mario, Valkyrie Profile, and Indivisible.
Making that type of combat work within the exploration environments is what presents a challenge

It seems entirely possible to make a 2D platformer like Mega Man with an Elder Scrolls setting. Just have the protagonist be a mage. It could even be a Skyrim spinoff with bosses being dragons and finding a different shout word in the boss room after you've absorbed the soul. If you want more free-roam you could even have an unnecessary hub town with unnecessary sidequests in place of the traditional boss select screen.

I was thinking more like a Mega Man game made by bethesda with elder scrolls gameplay mechanics which sounds both cool and retarded at the same time
hearing your interpretation made me realize that such a mashup could be completely different from what i'd thought and entirely plausible my disappointment with how obvious in retrospect your idea is perfectly matches my disappointment with how I'd feel if a Mega Man/Elder Scrolls crossover was announced and ended up being like that
