I was thinking of dumpstatting CHA and PER and going high INT/LCK/AGI but I couldn't remember if you need high PER for any good perks.

You can pretty easily take points away from charisma, and just use the increased skill point gain from high Intelligence to add to your speech/barter.

If it was a good game, that would be easily more satisfying.
