The question is a shit one even if it's a logical one, because it implies

even normal bosses tend to be harder than last bosses

either they have some trollier moves, or if it stats-based/RPGs you're stupidly overpowered by the time you reach the final boss compared to earlier ones

I don't know if there were any optional megabosses or anything, but the final boss in the Final Fantasy XIII-2 main story was a massive difficulty spike. Well, the whole final area was a ridiculous difficulty spike that came out of nowhere, and I even had to grind to even keep up with it.
