this, I'm tired of seeing people talking about the Type-X civilizations as if they truly understand what it is. Reaching a new tier of civilization means that you absolutely control the prior stage, so a Type-2 can harness and control everything in their solar system. A Type-3 civilization has conquered and has absolute control over their ENTIRE galaxy, not just a couple planets, not just the tech to move through the galaxy, they are the damn fucking bid daddies of their galaxy, a Type-4 is so advanced they own the entire universe, their roots go everywhere, every single planet, moon, star, is under their control. A Type fucking 5 means they are pretty much gods, since they own the entire multiverse.

Type 2 would require building something like a Dyson Sphere, a megastructure that could capture almost all the energy output of a single star and transfer it to the civilisation in a useful way. Type 3 would require a Dyson Sphere on the vast majority/all of the stars in a given galaxy.

I'm pretty sure the combine forces who survive a failed mission also get stalkerfied.

Not yet, not by a long shot, its a type 2, keep in mind that the fact that you can build a Dyson Sphere, which is pretty much the requirement to be a T2, means that you have access to way more mass than your entire solar system has, and that you're able to transport all of those materials to your home star and build the thing.
A T2 does have way more power than it inicially seems like, if they can use all the resources in their home star, that pretty much means they can go to other stars and do the same. To go T3 in simple terms, it'd mean you have Dyson Spheres in every single star of the galaxy, or a similar substitute that allows you to use everything from your galaxy, with that level of development, its pretty much guaranteed that these guys can go to other galaxies and do the same.

The Galactic Empire is able to move through their galaxy, and they have control on pretty much every habitable planet or that's what we're made to believe, since we don't know if there are a lot of undiscoved places in their galaxy, what we do know is that they got overthrown in a battle spanning a couple planets at best, and their biggest superweapon can only blast planets, to be T3 they should at least be able to blow up a couple hundred of solar systems in one go.

I haven't read the thing, but people kept showing the picture of their multilayered Dyson Sphere, if that's all they have, they're T2. As stated above, a T3 has control over all the resources in their galaxy.

To give you an idea, we're not even T1 yet, since we can't use all the resources on Earth, yeah, we can use a lot of them, but not -everything- which is the requirement to go up a tier.
