Likely due to Beta footage. I didn't realize it until a few days ago, but Destiny 1 has all of those, and you can even see it all if you fire a hand cannon slowly. Haven't used any D2 hamd cannoms though so I'm not sure if it's still been kept.

From what I'm seeing, the design is just a throwback to a revolver - the "ammo" is actually just a battery pack.

The better question is why is there muzzle flash on what should presumably be a laser or energy projectile.
