I've had 1070 for less than a year, and I've had no problems clocking rock-solid 60fps in any game at ~Ultra settings, on a 2-screen system.

been using an evga gtx 1070 acx 3.0 for like 6 months now and it's a really good gpu. i've got it overclocked to around 2ghz and even it shitty optimized games like pubg i can easily achieve over 80 fps average.
i'd say go for the aftermarket 1070 since the stock amd cooler is known trash and sounds like a jet engine whilst also cooling like shit.
You can buy a 1080 for that price.

i have a bunch of friends who study in bulgaria and they come back every summer to the UK and buy their shit here and then go back. the plane tickets are piss cheap so maybe just organize a weekend over christmas with your mates and come down to the UK and buy all your hardware here without being extorted by amazon EU prices and then just take the shit back. it's a £20 plane ticket there and back and you'll probably save like ~50 euro all together anyway + you get a short holiday abroad out of it too.
it's not uncommon for people to travel to different countries to buy shit and bring it back. i actually know a guy who drives all the way from UK to north africa to buy materials and brings them back to make a fucking fortune in profits. if you're willing, the option is always there.

There is difference between a travel case and a fuckign shipping crate full of expensive tech.
Apparently the way to go is to grab a Vega 56, flash the Vega 64 bios on it, amd undervolt for near 64 levels of performance.

Guess you don't know what silicon lottery means. Not all dies can sustain stable undervolt. I can post 7700k OC @5.1GHz 1.3V and it doesn't mean all chips can do it.
Thats by far the best way, if you have literally anyone visiting the states just beg them to get you all the tech for cheap.
