Idk about guy being 2nd. Sure he can stop Andores charging with rapid punching like Cody and throwing enemies into one another, but Haggar has that awesome reverse swine dive to control enemies coming from behind him, a very awesome jump kick, and throw loop with invincibility.
Especially later on throwing enemies can leave you open with Cody/Guy when they start ranking up and attacking super fast and hitting you during your recovery (which is why later on I usually do a desperation move after a throw if I see an enemy close by as it takes a little bit for the throw to knock them over)
Guys auto throw strike combo is like 3-4 hits when holding up or down vs Haggars and Cody two which can be annoying as well.
I will say this though, enemies breaking out of throw randomly is so fucking annoying as Haggar. They also should've buffed his pile driver, shit is fun as fuck to use but kinda limited.
