because it's been 20 years since the events of the first game and he just appeared out of thin fucking air, most of the people there probably werent even born when the events of HL1 happened you retard. they also don't start recognizing him until Alyx starts making radio calls to tell people that he's coming.

The only people who instantly recognize Gordon are his colleges from Black Mesa who already knew him well. Presumably civilians only knew about him second hand from stories with no pictures, and everybody thought he was dead. He also didn't have his iconic power suit at that time, so he just looked like some average white nerd.
Later on, as he travels the underground railroad, some people just think he's some guy they were told to expect and a few people know about your hero status. At this point word hasn't spread much about your revival or the story of your heroism.
The time when shit really hits the fan is the time skip after the second teleport. This time, there was plenty of time for word to spread about not only your first heroic quest, but also your recent successful battles against the Combine. Probably for most of the NPCs, this was the first time they ever even heard of Gordon Freeman, and all the wild stories they hear are being backed up by the vortigants which would lend a lot of credibility.
