they took too long making episode 3 and decided to make it a full game instead of a 4-6 hour "episode"
at the same time valve started investing heavily into dota 2 and later on, CS:GO
employees at valve can choose what to work on and most people would rather work on those games or other things related to steam than half life 3
at this point it's been so long and since the story has been leaked out anyways they'd be better off just starting from scratch with whatever continuation of the series they might end up making
i do think they'll make another half life eventually but i wouldn't expect to see it anytime soon

Also, do you really believe that a movie in the Half-Life universe would follow up on the Episode Two cliffhanger? It wouldn't. It would be a re-imagining of either Half-Life 2 and would deviate from the original storyline long before getting to that cliffhanger.

Valve grew up, but you didn't.
When was the last time Valve put out a new video game? They were all the rage in the mid 00's to like the beginning of the 10's then they just kind of halted all of that buzz around their own IPs. They've done nothing but grow as a company, effectively becoming the face of PC gaming, but their own games are non-existent now outside of CSGO and DoTA. What gives? There's no way they aren't working on anything right?
They stopped caring about games, all their talent left and they didn't bother to hire new ones.
