9 9 9 was top tier in spooky without jump scares. It's not scary but great atmosphere. Especially with it's music.
As for actually scary in terms of really? Maybe I have No Mouth And I Must Scream? But even that might just be spooky than truly scary.

Cry of Fear got the most jumps out of me.
Amnesia had the best atmosphere.
SCP Containment breach 0.2 was the scariest.

Alien Isolation probably
Condemned: Criminal Origins was p spoopy. FEAR had a few things that really creeped me out.
Eternal darkness fucked with me a lot, especially when i noticed statues looking at me
RE7 Beginning Hour until I realized there weren't any threats to back up the creepy sounds.
Alien Isolation and Scratches for me. I still can't bring myself to finish Scratches because I turn into a fucking pussy when a game gets me good, which admittedly isn't often (Silent Hill isn't scary at all for me, for example).

Alien Isolation with Unpredictable Alien AI on Hard and with the sound effects removed is the most terrifying game i've ever played.

probably Cry Of Fear.
I don't understand why people here hate it so much. Jumpscares were well placed, atmosphere was like Silent Hill on steroids and those monsters screaming in dark hallways really creeped me out.
Most recently, darkwood. The reliance on atmosphere instead of just scares works really well. Sound design is incredible. Hearing furniture getting shuffled around your hideout, someone walking on glass, knocking on your door at night is really unnerving
What is immersion?
There's a semi ripoff of cry of fear called Grey a mod for hl2 that uses the hl2 engine instead of hl1 and you benefit from multiple playthroughs, scares change, locations change shit like that. Plus they made some pretty good looking "silent hill esq" monsters

I don't remember the name of the game, but you're a psychic who goes to an old ladies house to investigate some trouble. Soon as you leave the old lady, she gets killed, and shit goes down RIGHT away. You can barely walk around before some freaky ass scary shit happens to you. That game is goddamn terrifying
replace "scared" with "happy, sad, excited, aroused" or any other emotion and realize how stupid you sound
The moment you enter that treehouse shit, hear some sound behind you and that scary motherfucker with the blowdart comes in

Oh God, Monstrum. I played a lot of horror games, but none of them have made me so fucking scared to leave a "safe" room or a locker after running away from said monstrum.
And then there is a section where you have to go down the fucking stairs into the dark. I won't lie to you, Sup Forums. I was scared shitless and never touched the game since.
Amnesia was great too, I had to play it in small bursts because of the tension.
And then, there is this game. Holy shit I would never think a colourful game like this can be so fucking scary. Farthest I could get is around room 400. Can't get myself to move further. Backstory of the monsters in this game is kino 10/10.

Its not a scary game in its entirety but some of the levels in metro are fucking freaky. And im not talking about the arms from everywhere parts, those feel like their trying to hard.

It's a petty reason, but I didn't like it because I didn't like the sound design. A lot of it was just really loud screaming that was clipping the mic and it made it feel cheap.
SOMA is pretty fucking scary, it has one of the best stories I've encountered as well

Especially the sound effects in the apartments and in the woods were just too fucking freaky.
the AoM:DC was made by the same guy, few years earlier, and it's practically CoF on steroids.
Obviously less visually impressive and closer to HL1's default gameplay, but that almost makes it spookier.

-practically a huge, twisted tribute to both Silent Hill and Resident Evil.

-Multiple endings.

Why is Frictional Games doing nothing? Their stuff is always pretty good.
The first two hours of Dead Space on the highest difficult was pretty decent, but because you had so little ammo that running was a better idea than fighting.
But, honestly, not being chased through habitation by the immortal thing?
I think the sound design is pretty great until the enemies actually start attacking you. Maybe it's intentional for them to sound so weird but it rubbed me the wrong way when I played. Like I said, really petty reason for not liking the game, and I can tell a lot of the other parts are well done.
they literally just released the SOMA couple years ago. And their shit has totally dropped the ball since Penumbra: Black Plague
P.T. easily freaked me the fuck out more than any other game I've played.
some of it has to do with the GoldSrc -engine's limitations; just like the textures and stuff have very limited max resolution, the audio quality also is veeery low by modern standards.
It was less noticeable in HL, as your enemies ranged from Ayylmaos grumbling and crowling at you, or Muhreens chattering in radios, but with anything higher pitched, the screetches really start to play out.
Still, when people say "sound design", I usually first think of OST and the environmental ambiance - both which are superb and spooky in CoF.
This shit tore my asshole completely to pieces, but the goofiness of the combat mechanics was always enough to take me out of it.

give me a break. Black Plague was so far their weakest product and still pretty good
Amnesia was excellent, probably the best Lovecraft like game after Bloodborne, it also sparkled a wave of first person survival horror (lots of them are shit), and the "custom map" community is still very active.
Soma was more plot driven but still a better than average product.
fun fact: the alien is controlled by 2 ai's, one that controls the body and one that always knows where you are and gives hints to the body ai.
