I think so. I don't want to be a hipster saying "it got more popular after 2004 so that's why it sucks" but I specifically remember around 2008 looking for games from up to 2004 to play because it seemed like anything newer that was highly rated wasn't as good.

Games might be technically better today for the most part, but it seems like because there's a lot more money involved and everything is a bigger risk for companies you don't have anyone willing to take a risk on an artistic vision that could end up being incredible. I understand why though, the game could end up flopping and costing people their jobs.

Indie games are kind of filling this role, although most of them are pretty generic and not great too. I've enjoyed a few of them though.
