Valve has been trying to make that work, and they're in a much better position with thousands of games ported already, and a bunch of big name developers on the payroll which has to be costing them a small fortune every year working on stuff like SDL, and Mesa that are really cool but won't make them money in any way other than indirectly if Steam Machines ever take off.
I give it a small chance that its a AMD64 based system it just doesn't seem very likely even with AMD's new Ryzen+Vega SOC hardware launching enabling small form factor console-style devices. Atari could piggy back off the work Valve has done so they wouldn't have to start from zero, but they don't seem to be doing the things they'd need to to make that work.
Far more likely it will be a quick and dirty ARM based Android/Linux device. Possibly with an Nvidia SOC with Nvidia doing the heavy lifting for them making the new Atari a lot like the Switch in essentially being a Shield device in disguise.

They actually didn't, and they've been increasing their efforts now that 10 S has moved from the realm of "Gaben's crazy Microsoft would never do that" to "Oh shit, its really happening".
I know the Windows-centric media has been very quiet about it, but Valve has hired a bunch of very big name Linux devs and since most of the projects they're working on are open source gaming infrastructure stuff you can actually follow what they're working on.
Atari on the other hand hasn't been making those kind of big hires, or even contracting some of the freelance guys. You don't have Atari devs making commits to the Linux kernel, or the Mesa project like you would expect if they were seriously building an AMD based non-Windows gaming device.
So if we see another console style device built on a Ryzen+Vega SOC, its way more likely to be Valve's than Atari's.
