Because you can't move left or right, all the buttons accomplish the same thing and jumping never gets you anywhere. By process of elimination, the only two options left are up and down.

You can't jump on the barrel in a consistent pattern due to the way jumping off of it works, and even if you could, you won't get below it by jumping.

Just having the thing not move unless you're only hitting up and down would've made it worlds more clear. But if you're fast enough and have a bubble shield you're able to get past by jumping. So the feedback isn't, 'this isn't working lets try something else' it's 'this isn't working, I need to be faster or keep my shield.'
Hell to this day I can button mash like a beast because I thought that was how you had to do it until age 10.

I beat the game about 30+ times growing up when it came out and I genuinely thought the only way past was jumping up and down real fast until the meme about it started.

the barrel moves on its own, and pressing down during one bounce cycle does not make a noticeable change in how far down it goes.
You can, in fact, time jumps with the shield and use momentum to get through.
I just bounced on it with the bubble shield until I was able to sneak through the gap. I don't think I ever beat that stage with more than a couple seconds left on the clock.
You can also use Tails' help using flight to the same effect. Or Super transformation. But if you suck so bad you couldn't figure this barrel mechanic, you probably didn't realize you only collected the BLUE spheres and kept trying to grab the red ones too, so you didn't have any emeralds.
It does give feedback. The Sonic Games have a very specific kind of speed and momentum based on movement. Experimentation on the barrel shows that moving up and down has tactile response. Players that aren't numb will notice that their movements are moving the barrels.
If the solution to the problem is "mash buttons until you notice one has an effect", that is indefensible bad design

everyone assumed the barrel was a jump pad. because it was acting like one, it just didn't give enough lift.
I ended up jumping it anyway back then (or just got lucky), and only figured out how to use it years later.

I was able to get past the barrel by getting gud at not losing my shield from the beginning of the stage and mashing.
Also stop using present tense, I got the game when I was fucking 9. I had that problem when I was a 9 year old. Of course the shit is obvious now. I learned about it right after my birthday, but I still have the ability to mash it out.
But if it is that important to you, yes. You, whenever you figured out the barrel, was smarter than me at age 9.
