I can't believe this still isn't fixed. Every other hero has had their broken ults fixed, but the queen of broken ults hasn't been touched.

Pharah needs a complete rework as she is, her ult sucks and she doesn't really have any mobility beyond hovering slowly in the air and being completely vulnerable to half the cast (meanwhile D.Va actually flies and Junkrat can swoop around like a madman).
Only her weapon is decent.

Her mobility is fine, it's largely unique to her, the problem is that as players become more skilled, she becomes less viable. You can't just make her more mobile, you might as well just make a different character, you need to take what makes Pharah work and make it actually work.

Junkrat is faster on land, now has two mines to boost him through the sky, and has more mobility WHILE in the air. Plus, his grenades and mines do zero damage to himself.

While Pharah can boost into the sky, but then she's very slow, easy as fuck to hit, and even feathering her hover you still can't maintain constant flight. You need a pocket mercy to stay viable.

They could simply just greatly extend her hover time and make her much more mobile in the sky. Any somewhat decent McRee, Soldier, Genji, Winston will be able to still smack her out of the sky.

In all but the ideal, one in one hundred situation, the best you can hope for with her ult is a kill trade.

Her mobility is useless, there are no places in maps that are accessible only to her, and she's just too slow for moving between sniper positions (which aren't of any use since target leading at those distance is more a matter of luck than anything else).

Add a 50 hp regenerating shield that doubles as suit power. This way she can survive hitscan characters while allowing other characters to actually engage her.
Add a three-rocket multi shot ability like the Unreal Tournament rocket launcher.
Add an air dodge similar to the McCree roll.
Change the ultimate to a rocket boost that works like a faster version of D.Va's and Mercy's where Pharah has a 4x firing and reloading rate.

To be honest I don't play competitive,
I think Overwatch isn't a game that lends itself for that.
