Old SNK got caught up in the trap of "Gotta have something new every year" like EA used to do with Madden games and an easy way to do that was to change up the roster. Also, at the time Angel debuted KOF had been farmed out to an Korean shell company SNK used to get around a bunch of Anti-Japan Import laws and they were considering having KOF games feature no Fatal Fury or Art of Fighting characters.

Her backstory is that she's a Genetically-Engineered Super-Assassin that can go "Nothing Personell, Kid" on people whenever she felt like it, but then started doing goofy Pro Wrestling shit because she had the power to make it legitimately hurt and offer herself a challenge/keep her from getting bored during fights/"Jobs". KOF XIV kind of drops this and just has her trying to escape what's left of the syndicate that created her and live a relatively normally life as a wrassler.

That's the point of XIV's boss though: He's a dimension-hopping being that eats souls like something out of Mortal Kombat and has a bunch of dead characters win-quotes when winning against certain opponents.
