Means that prostitutes don't get arrested for prostitution, but the people who hired them do. I don't really understand the reasoning behind it, but it reflects the idea that the prostitute is the victim rather than the perpetrator of the crime.
I mean, I don't really understand why prostitution is illegal in the first place. Most of the same arguments towards legalizing weed could be made for prostitution, and sex is objectively less dangerous to your health than weed.

if prostitution wasnt illegal then 70% of your gdp would be from young girls whoring themselves out instead of having to do an honest days work. prostitution isnt good for your country's economy, there's no growth potential. it's fine for developing nations who'll take all the cash they can get but for something like the US the entire country would fail, you'd have a shortage of nurses / teachers / care workers / whatever else girls do because they'd all be making 6 figures lying on their backs.
