every team game that uses elo has this same environment at the bottom, and for the same reasons
I haven't played overwatch since closed beta, but I've played other team games that use elo, and I can tell you from personal experience that in each of those games, the worst players aren't at the bottom, they're at the few ranks above the bottom, and sometimes as high as the middle ranks
in LoL, the worst players in the game are mid silver to mid gold
in CSGO, the worst players in the game are GNM to DMG
there are outliers, of course, but a system or community isn't defined by it's exceptions
