You have $200 to spend on a gaming platform of choice. Do you spend it on a toaster tier PC or on an already-toaster-tier-for-the-last-4-years console? Let's assume the VGA cables, KB+M and OS are included in the price for the PC.

I'm on a toaster now and get a lot of use out of it, I play pretty much all games from 2005 and before and get great framerates, but I would get the console if I wanted exclusives and somewhat newer games

Depends what games you want to play. The whole PC vs console wars only matter if you play multiplats and want the definitive version. I don't care for most PC exclusives so I'd probably use that $200 for a PS4.
OP is suggesting they're comparable by asking me which I want. I have to factor weight into that equation. Would I buy a bus-sized frankenstein PC rig from 2005 for $200 as long as I was able to get more power for that amount than buying a smaller build? Size and power usage are everything in tech.
I spend it on a-OK tier used gaming PC, and use the rest of the money on a more modern, low-power GPU, running everything at 1080p / 60fps once again.

There's more to a platform than power. There's comfort, easy of use, library, etc.
If you mainly play games on couch and hate fiddling with settings to get an optimal experience, you wanna get a console.
PC has a far better library, is entirely customizable, and even can't be hooked up to your tv (but it wasn't made to be). You might be autistic like I am and find you only like to play a game on what it was designed to be on first. So I play Xcom on PC but I play Nier on PS4.
I also get infuriated when I have to make something work. Dedicated devices circumvent these issues. PCs are meant to do a lot more first.

This thing is fucking garbage. You won't be able to run most modern games on this thing at a consistent 60 fps at 1080p. My i5 4690k is already showing signs of old age in some games which tax the fuck out of the cpu and it ends up making me lose fps
it's clocked at 3.66ghz, no matter what speccy claims. MGS5, Talos Principle, RS2: Vietnam, ... all run smooth as butter on this thing at 1080p, now that I swapped the ancient AMD to GTX 750. Way better deal than any console out there at the moment, and I could always slap in a quadcore CPU of same type if needed + up the RAM.
You don't even need to shell 1000 bucks on a new PC, unless you want to go above 1080p/60fps.
PC also allows you to tweak settings, mod games, and upgrade individual components, meaning they can last way longer.
Also, you totally forgot the monthly fees for online gaming on consoles, and the 50-70 buck peripherals.

I *do* run modern games on this thing, all the time. I'm not too anal about constant 60+ fps or "Ultra" settings though, but majority of games I've tested have no problems getting ~60 at 1080p, med-high combos.

Upgraded my rig a year ago but I still find myself playing mostly on my PS4. PC is mainly for Total War and grand strategy.
I would take the toaster. Way more games to play and also they can be free if you want them to be. I can play all the old classics from atari 2600 to the PSX. Also with enough tinkering in the .ini files you can even get some newer games to run fine but look like shit.

If i was that broke I would get the PC and pirate all the games. There's a lot of great new games like Rimworld that don't need much to run and can be endlessly entertaining. I have way more hours in Rimworld than any AAA game I own.

PC lets you switch to progressive, but it almost doubles the stress on the GPU.
The pic at is progressive rendering (or 1:1), while this one is same scene with interlacing enabled. If you open the pictures up in separated tabs and compare them full size, side by side, you'll notice how much blurrier the interlacing is.
I limited my framerate to 50 manually, just to reduce the annoying drops in some sections.

From what I've seen, console versions look VERY washed out and waxy. Cutscenes tend to use higher poly models for animations though.

We have hundreds of games in our baclogs ready to play so the idea of new games isn't that exciting. Modern consoles, especially with no backwards compatibility, have such a small and pathetic library that people who use them as their main gaming device are forced to rely on the promise of new games being fun and exciting and are forced to look forward to them
for me I have every console but only for their exclusives and I'll sell them when I'm done with them because they're worthless otherwise

This is a shit scenario. $200 is fucking potato-tier for a PC. Literally worthless. And no console retails for $200 right now.
The value of PC comes with how much you initially invest into it. Sure, the initial investment is more than the price of console, but you get better graphics, better performance, more customization (mods/settings/controller choices), free online, bigger library of games (current gen games, entire genres virtually exclusive to PC like grand strategy and isometric WRPGs, older PC games, older console games via emulation), cheaper games (sales/piracy), etc. The only thing console has to offer (besides the lower initial investment) is the (relatively small) exclusive library locked to their platform. The benefits of PC outweigh the setback of having to pay more upfront. And even if you skimp out on a few things upfront, you always have the option of upgrading your build later on. With console, you have to wait for the next console revision (or the next gen), and buy another unit altogether.
Sidenote, it's disgraceful that people are actually hyping the Xbone X as "teh strongest console evar!!! it's le stronger than an equivalently priced PC!!! first time in history that's ever happened!!!" No it's not the first time, you imbeciles. Consoles at launch are typically stronger and cheaper than equivalently priced PCs, but PCs advance so rapidly that the prices drop considerably, and newer stronger components are always coming out. The N64 was stronger than a $200 PC by 1996 standards. The OG Xbox was stronger than a $300 PC by 2001 standards. The PS3 was stronger than a $600 PC by 2006 standards. This is nothing new.

You can't just assume a budget of $200 for both, because you need a pc anyway for everyday use, so if you get a 200$ budget it's essentially 200$ EXTRA to the $150 you would have to spend anyway to get a crappy laptop.
Besides used consoles, the only $200 Xbones I'm seeing are refurbs (which are essentially used)
