There's actually a Talos Shrine right near where you exit the cave from Helgen. At the fork in the road going to Riverwood from the cave take a left instead of going straight and you'll pass a bandit camp. A bit further along up on the hill is a Shrine of Talos.

In short, since a kalpa is only a Mundus thing, just find a way to fuck off to Aetherius and wait until the whole thing starts again. Of course, it could be that there are multiple kalpas happening at the same time, so you could just find a way to travel there. Or to an alternate timeline, which do exist because Dragon Breaks and shit.

Their purpose? Who knows. Probably to keep Mundus existing, there's a lot of shit that can fuck it up so sometimes it's better to just start the thing over. Or maybe there isn't really a need to *always* start over and Aka is just stuck in a cycle. Or maybe he *does* have influence in it and that's why he somehow stopped Alduin from ending the kalpa in Skyrim.

I think the thing about Skyrim is that Alduin was not acting on his role as the World Eater to end the Kalpa as Akatosh intends. Instead he was there to rule Mundus.
